Maharashtra's government workforce demographics are undergoing a significant transformation, with a notable shift towards increased representation of reserved categories and a corresponding decline in the number of unreserved or 'Non-Backward' employees. This trend is a direct result of the state's expanding reservation framework, which has now reached a staggering 72% total reservations. The latest recruitment policy further tightens access to open-category posts, making it increasingly difficult for Non-Backward candidates to secure government jobs, regardless of their merit ranking.

The data reveals a stark disparity in employment patterns between 2015 and 2024. While the total number of government employees decreased from 5.71 lakh to 4.89 lakh, the Non-Backward Classes experienced a disproportionate loss, shedding nearly 40,000 jobs. In contrast, the Total Backward Classes, including Scheduled Castes, Scheduled Tribes, VJNT, SBC, and OBC groups, saw their share of government jobs rise from 68.4% to 71.2%, despite the overall reduction in government jobs.

This shift has had a profound impact on the state's administrative structure. In Group A, the highest tier of state administration, Non-Backward representation has fallen from 41% in 2015 to 37.6% in 2024, even as their actual numbers rose slightly. The Backward Classes, on the other hand, have increased their Group A presence from 59% to 62.4%.

The decline in Non-Backward representation is not limited to Group A. The state government is also facing a 'diversity deficit' as the representation of minority communities in government positions has significantly declined over the last decade. The share of Christian, Muslim, and Jain employees in government jobs has dropped from 4.74% to 3.9% during this period.

This transformation in Maharashtra's government workforce demographics raises important questions about the state's commitment to inclusivity and meritocracy. While the expansion of reservations aims to address historical inequalities, it also risks perpetuating a system where access to government jobs is increasingly determined by category rather than individual merit.
